Thomas Loughlin, PE
Tom has 30 years of experience in the transportation and construction industry and has spent much of his career with MassDOT. He has held positions at MassDOT as Project Manager, District 4 Operations Engineer, Assistant to the Chief Engineer, and the Director of Statewide Highway Operations. Tom has extensive experience with MassDOT design standards, policies, and procedures.
As a consultant, Tom has managed a wide variety of infrastructure projects for agencies such as MassDOT, the MBTA, DCR, and many municipalities across Massachusetts. Tom is adept at understanding and securing project funding through available infrastructure funding programs, including the Transportation Improvement (TIP) program, MassWorks Infrastructure Grants, and MassDOT’s Small Bridge and Complete Streets Grant Programs.
Recently, as the Principal in Charge at another firm, Tom was responsible for client contact, engineering and design as well as quality assurance and was responsible for design and construction oversight of roadway/streetscape projects in Lexington, Belmont, Brockton, Hudson, Erving, and Ashland, as well as bridge replacement projects in Winchendon, Gardner, Sheffield, New Marlborough, Stockbridge, Colrain, and Pittsfield.
Tom enjoys traveling and vacationing with his wife and three daughters. He also enjoys relaxing by playing some golf and tending to his vegetable garden.
