Chestnut Street Urban Fill & Soil Management

NAEK Construction purchased the 49, 53, 59, 63, and 66 Chestnut Street vacant lots from the City of Hartford. At NAEK’s request, BETA conducted a review of past environmental investigations at these lots and implemented a limited subsurface investigation (LSI) that included advancement of soil borings and collection of soil samples. The LSI identified polynuclear aromatic hydrocarbons (PAHs), total and toxicity characteristic leaching procedure (TCLP) lead, and total arsenic above the Connecticut Department of Energy and Environmental Protection’s (CTDEEP’s) Residential Direct Exposure Criteria (RDEC). The majority of the contaminants were located in the upper two to three feet of urban fill at the site.

BETA designed a stepped plan to remove hot spots of contaminated areas and to consolidate remaining materials at depth at the site. The consolidation eliminated the direct exposure criteria by placing the contaminated material under at least two feet of clean fill. BETA also assisted NAEK in addressing the proper handling and disposal of polluted soil (soil with contaminants above the laboratory method detection limits but below the CTDEEP’s criteria).
