BETA evaluated several pavement management software packages for the Town and provided recommendation for the most appropriate software for the Town’s needs.
BETA completed a visual survey, developed a pavement rating, and calculated replacement costs for 117 miles of Town owned roadways and compiled a computerized database that could be easily manipulated for subsequent updates to the system based on the annual paving program. This information provided the basis for development of a customized Town wide Pavement Management Program. This pavement management system was linked to the Town’s Geographic Information System to provide additional mapping capability as part of the effort. This pavement management software allows the Town to develop and update on an annual basis a capital improvement program for planned improvement to the roadway network.
BETA also developed an inventory of eligible capital assets and infrastructure owned by the Town of Berlin, and reportable as part of fixed assets for Governmental Accounting Standards Board (GASB) 34 reporting including GASB 34’s retroactive requirement. Asset inventories were developed for several infrastructure assets including public right of way, roadways, storm drainage, dams, bridges, and traffic signal equipment. A certified GASB report was provided to the Town as part of these services with the assistance of a certified public accounting firm.
