Tony Garro Honored with NEAPWA Distinguished Service Award

The New England Chapter of the American Public Works Association (NEAPWA) proudly honored Anthony Garro, Senior Vice President at BETA, with the Distinguished Service Award—the highest honor granted by the Chapter at its 2025 Summer Conference. This prestigious recognition is not given out annually, but only when an individual’s contributions are truly extraordinary and have had a long-term, far-reaching impact on the Chapter’s purpose and mission. Tony’s selection was unanimously approved by the five most recent Chapter Past Presidents, reflecting the high standard set for this award.

For more than two decades, Tony has exemplified dedication, innovation, and leadership in service to the Chapter and the public works profession. As Chair of the Membership Committee, Tony introduced the use of GIS technology to support a data-driven approach to growing and strengthening the Chapter’s membership. He personally welcomed each new member with a letter, helping to build an engaged and connected community.

Tony also led the Newsletter Committee for many years, taking on the challenging task of ensuring the Chapter’s news and updates were shared effectively with its members. His contributions to the Chapter’s success include preparing more than 20 Presidential Award for Chapter Excellence (PACE) submissions, all of which resulted in national recognition for the Chapter. His support extended to the Sponsors Committee and many other key initiatives that have helped to sustain and grow the Chapter’s programs.

During his term as Chapter President, Tony provided steady leadership during the COVID-19 pandemic, guiding the Chapter through one of the most difficult periods in its history. Even after completing his presidency, Tony has remained actively involved as a mentor and resource to Chapter leaders, continuing to shape the future of the organization. His commitment to public works excellence was also recognized in 2015 when he received the John Kiley Member of the Year Award.
