Tom has over 29 years of professional experience in civil and environmental engineering. He has spent more than 25 years in the engineering consulting industry with a primary focus on water system planning and regulatory compliance. His expertise includes capital planning, distribution system hydraulic modeling and analysis, risk and resiliency assessments, emergency response planning, and water and sewer rate analysis. Tom has also led efforts in water conservation, water audits and leak detection, water quality analysis, and water treatment evaluations.
Tom spent four years in drinking water utility management as the Director of Water Operations for the Springfield Water and Sewer Commission, where he oversaw the management of the Commission’s water supply, dams, treatment, storage, and transmission facilities, which provide drinking water to 250,000 people in the greater Springfield, MA area. He also oversaw the laboratory functions associated with regulatory compliance sampling, testing, and quality assurance/quality control as well as the Commission’s watershed and forestry management programs. He was involved in the preparation and review of annual budgets for all aspects of water system operation.
An active member of the New England Water Works Association (NEWWA), Tom currently serves as the Chair of the Publications Committee and the Secretary of the Legislative and Regulatory Affairs Committee. He served for six years on the NEWWA Board of Directors as a Massachusetts State Director and oversaw the Communications Council.
