Applications Open for New Discretionary Grant Program

June 9, 2023

The PROTECT (Promoting Resilient Operations for Transformative, Efficient and Cost-Saving Transportation) discretionary grant program through the Federal Highway Administration (FHA) is now accepting applications, offering up to $848 million in funding.

The PROTECT program, established through the Bipartisan Infrastructure Law, aims to improve the resilience of surface transportation to natural hazards and climate change impacts. It supports various activities, including planning, resilience improvements, community resilience and evacuation routes, and strengthening at-risk coastal infrastructure.

This competitive funding opportunity is available in four areas:

  1. Planning Grants: Funding for resilience planning, vulnerability assessments, technical capacity building, and evacuation planning and preparation.
  2. Resilience Improvement Grants: Support to enhance the ability of existing transportation assets to withstand weather events and natural disasters.
  3. Community Resilience and Evacuation Route Grants: Assistance in strengthening and protecting essential evacuation routes during emergency events.
  4. At-Risk Coastal Infrastructure Grants: Funding to enhance the resilience of coastal infrastructure, such as bridges, roads, and pedestrian walkways, against weather events, coastal flooding, erosion, and sea level rise.

Eligible applicants include state, local, and tribal governments, metropolitan planning organizations, special purpose districts, and multi-jurisdictional groups collaborating with federal land management agencies.

Applications for the PROTECT grant are due by August 18 and must be submitted via Grants.gov.
