BETA Welcomes Peter Garvey, PE, as Vice President in Water/Wastewater Group
BETA is proud to announce that Peter Garvey, PE, has joined the company as a Vice President. Based in BETA’s Norwood office, Peter will play a key leadership role in advancing the firm’s strategic growth and strengthening its ability to deliver innovative, client-focused water and wastewater solutions.
With more than 30 years of experience, Peter brings a proven track record of guiding teams, shaping business strategies, and delivering complex projects for municipalities, agencies, and private sector partners. His leadership style emphasizes collaboration, technical excellence, and long-term relationship building, qualities that align directly with BETA’s core value of providing exceptional service to our clients and communities.
Project Spotlight: Norton/Mansfield Rail Trail

We’re excited to highlight our work on the Norton Mansfield Rail Trail, where BETA provided design, permitting, and construction services for a four-mile extension of the World War II path. The new trail includes a 12-foot-wide asphalt path and connects nearby neighborhoods to the Mansfield MBTA station. The project also includes trailheads, benches, interpretive signage, and important safety improvements at road crossings.

Massachusetts Municipal and Tribal Assistance Grant Program (MTTA) – NEW!
Rolling Application
This is a competitive program that helps local governments and federally recognized Tribes seek grants for infrastructure, climate, and economic development projects. Approximately $2.5 million is available for FY2026 and FY2027.

Technical Assistance Grants for Regional Massachusetts Planning Agencies (TARPA) – NEW!
Formula based on an opt-in basis
This is a formula-based grant program for Regional Planning Agencies (RPAs) in Massachusetts to provide direct technical assistance to cities and towns, particularly for infrastructure, climate, and economic development projects. About $2 million will be available over FY’26 and FY’27.

RIIB Community Project Assistance Fund – NEW!
Rolling Application
This new fund provides up to $50,000 in technical assistance and infrastructure funding to Rhode Island municipalities to improve climate resilience. Eligible projects include stormwater management, coastal and inland flooding mitigation, and critical public infrastructure upgrades.

CT DEEP Urban Green and Community Gardens Program
Applications due: December 17, 2025
This program provides funding to create or enhance urban green spaces for public use and education. Eligible projects include community gardens or reclaiming open space for public enjoyment.

Vermont Transportation Alternatives Program (TAP)
Applications due: November 7, 2025
TAP provides funding for projects that enhance mobility, safety, and community connections. Eligible activities include pedestrian and bicycle facilities, improved non-driver access to public transportation, community improvement initiatives, environmental mitigation, trails serving a transportation purpose, and Safe Routes to School projects.

VTrans Municipal Highway and Stormwater Mitigation Grant Program
Applications due: November 7, 2025
This program funds transportation-related environmental mitigation projects. Eligible activities include pollution prevention, abatement, and stormwater management efforts connected to highway construction or runoff. Projects must demonstrate a clear transportation link to qualify.

Outdoor Recreation Grants support Rhode Island municipalities and recognized Native American tribes with the acquisition, development, or renovation of outdoor recreation facilities.

Welcome to the Team!

Michelle MacDonald, PE, joined the BETA team as a project engineer in our stormwater group. Michelle brings five years of engineering experience, including completing feasibility studies and designs for flood mitigation, sewer system investigations and rehabilitations, and various water and stormwater-related projects across New England.

Drew Croteau, EIT, joined BETA’s highway group as an engineering designer. Drew recently earned his bachelor’s degree in civil engineering from Wentworth Institute of Technology, where he completed his senior capstone investigating a proposed project site for applicable bylaws and utilized LiDAR data as well as GIS inventories to assemble an existing conditions plan on Civil 3D.

Evan Carroll, PE, joined the BETA team as a project engineer in our stormwater group. Evan brings six years of engineering experience that includes completing the design for stormwater, aquatic organism passage, bank stabilization, fish screen, and irrigation projects. Evan has also developed hydraulic models using both one- and two-dimensional HEC-RAS modeling software and analyzed hydraulics for numerous design projects

Austin Terry joined BETA’s GIS and asset management team as a GIS analyst. Austin previously worked for the Massachusetts Department of Conservation and Recreation, where she was a land records and GIS coordinator. Austin has over 10 years of GIS and asset management experience, which includes supervising a team of GIS professionals in the geo-referencing of over 50 historic zoning maps a day and coordinating data analysis, report generation, and quality assurance for cultural resource projects supporting US Forest Service initiatives.
