BETA Group, Inc. Awarded Contract to Support Statewide ADA Compliance Planning for Connecticut Department of Transportation

May 26, 2026

Hartford, CT — BETA Group, Inc. (BETA) is pleased to announce its collaboration with the Connecticut Department of Transportation (CTDOT) to deliver ADA Title II Municipal Support Services that will improve accessibility within communities across Connecticut.

BETA, with its subconsultants SLR Consulting and VN Engineers, will support CTDOT by developing and implementing a comprehensive Americans with Disabilities Act (ADA) Municipal Program focused on improving accessibility within public rights-of-way throughout the state. The multi-year project will assist municipalities in meeting ADA Title II requirements through the completion of self-evaluations, transition plans, and implementation strategies designed to identify and remove barriers to accessibility.

The project will begin with a pilot phase in the Naugatuck Valley Council of Governments (NVCOG) region, with implementation in the remaining Councils of Governments to follow. Work will include developing GIS-based inventories and accessibility assessments of pedestrian infrastructure, such as sidewalks, curb ramps, pedestrian signals, transit stops, and shelters.

Using advanced GIS and data-collection technologies, BETA will assess municipal pedestrian facilities for compliance with the Public Right-of-Way Accessibility Guidelines (PROWAG) and support municipalities in developing ADA Self-Evaluation and Transition Plans. These plans will identify accessibility barriers, recommend remediation strategies, provide cost estimates, and establish implementation schedules.

“BETA is proud to partner with CTDOT, Councils of Government, and municipalities across Connecticut on this transformative initiative,” said Najib Habesch, Senior Vice President at BETA. “This program represents a meaningful step forward in advancing accessibility, mobility, and equity for communities statewide. By integrating planning, engineering, GIS, and public engagement, our team is committed to helping municipalities create safer, more inclusive, and more connected public spaces for all.”

The initiative aligns with CTDOT’s commitment to creating a safer, more connected multimodal transportation network across Connecticut.
