Jay brings over 12 years of experience in GIS administration, data analytics, and modern mapping technologies to BETA with a background that spans municipal, state agency, and utility environments. His work focuses on building practical, scalable GIS solutions that support infrastructure management, planning, and data-driven decision-making.

At BETA, Jay leads geospatial initiatives that help communities better understand and manage their assets. He supports pavement and sidewalk management programs, mobile field data collection, and the development of intuitive and web-based mapping tools, working closely with engineers and planners to ensure GIS solutions are both technically robust and easy to use. Prior to joining BETA, Jay managed enterprise GIS systems for state and utility organizations, where he advanced the use of GIS in public health, infrastructure operations, and capital planning through innovative data visualization and system integration.
