Tom is an Associate on BETA’s structural engineering team with more than 30 years of experience leading complex public-sector facilities and infrastructure programs. His core areas of expertise include structural analysis and design, program management, emergency preparedness, failure-mode analysis, and mission-critical systems integration. Tom brings a systems-level perspective shaped by decades of work in high-consequence environments where performance, constructability, and operational reliability are inseparable.
Prior to joining BETA, Tom spent 22 years with the U.S. Department of Defense, most recently serving as an Acquisition Facilities Engineer supporting large radar and electronics programs for the U.S. Air Force. His experience includes major radar installations, critical communications infrastructure, and Foreign Military Sales programs supporting allied nations.
A former U.S. Navy Reserve Commander in the Civil Engineer Corps (Seabees), Tom has led multidisciplinary teams executing complex projects in both domestic and international environments. He has deployed overseas to Bahrain and Afghanistan in support of operations during the Global War on Terror. Earlier in his career, he volunteered with the Massachusetts Urban Search and Rescue Task Force (MA TF-1) under FEMA and deployed to the World Trade Center site following the September 11, 2001 attacks. These experiences inform a disciplined approach to risk assessment, contingency planning, and resilient design.
At BETA, Tom supports clients across the firm’s portfolio, including transportation and public works infrastructure projects. His background in large, multi-stakeholder programs allows him to see projects holistically, with particular attention to coordination across disciplines, constructability, permitting pathways, and long-term operational considerations.
