Peer Review Services

Since 2022, BETA has provided peer review services and technical and administrative support to the Framingham Conservation Commission for administering the Massachusetts Wetlands Protection Act (M.G.L. c. 131, § 40) and the City of Framingham Wetlands Protection Bylaw.

At the request of the Conservation Commission, BETA conducts technical reviews of permit applications to evaluate compliance with applicable state and local regulations. Services include site visits, technical reviews and written recommendations, presentations to the Conservation Commission during public meetings, and preparation of permit documents. These services are provided by BETA’s multidisciplinary permitting and ecological services team.

In addition to peer review services, BETA provides ongoing technical and administrative support to assist the City with implementation of the Act and Bylaw. Technical responsibilities include jurisdictional site inspections, guidance for applicants and residents, coordination with applicants, stakeholders, and regulatory agencies, support for local, state, and federal permitting efforts, and grant assistance. Administrative services include coordinating Conservation Commission meetings, filing fee administration, public communications, and other day-to-day support activities.
