BETA Acquires Luchs and DeCarlo & Doll

Ronald Nault, PE, and Mark Gershman, PE, in Luchs and DeCarlo & Doll’s Meriden office

BETA Group, Inc. has acquired Meriden, Connecticut-based Luchs Consulting Engineers, LLC, and DeCarlo & Doll, Inc. Effective August 20, 2026, the acquisition expands BETA’s multidisciplinary team and strengthens our in-house capabilities across New England.

With more than 100 years of combined experience, Luchs and DeCarlo & Doll provide civil, highway, traffic, structural, survey, utility, and architectural services, as well as construction administration and inspection. Former owner Ronald Nault, PE, has joined BETA as a Vice President and will continue serving clients from our new Meriden office.

Clients can expect the same trusted service and relationships, now supported by BETA’s broader integrated expertise and resources.

Rick Stinson Honored with APWA Outstanding Chapter Achievement Award

BETA is proud to congratulate Richard “Rick” Stinson, PWLF, on receiving the APWA Outstanding Chapter Achievement and Excellence in Chapter Service Award. This national honor recognizes Rick’s longstanding contributions to strengthening APWA and supporting the public works community.

With more than 35 years of experience in municipal leadership and public works, Rick has dedicated his career to serving communities and advancing the profession. His decades of leadership within the New England Chapter of APWA and continued work as a Client Service Manager at BETA reflect his enduring commitment to public service.

Peter Garvey Assumes Role as Speaker of WEF House of Delegates

Congratulations to Peter Garvey, PE, BETA’s director of water/wastewater engineering, on assuming the role of Speaker of the House for the Water Environment Federation’s (WEF) House of Delegates on September 9.

As Speaker, Peter will oversee the House’s activities over the coming year and work with delegates from across the federation to help guide WEF’s priorities. He brings years of leadership and clean water advocacy to the role, including service with the New England Water Environment Association and as a WEF Delegate-at-Large.

At BETA, Peter leads a team that helps communities address water and wastewater infrastructure challenges, from collection and treatment to water distribution and pumping systems. We’re proud to celebrate this achievement and look forward to the impact he’ll make in his new role.

Welcome to the Team!

Christine Comeau joins BETA’s water/wastewater group as a project scientist, bringing more than 20 years of experience in water quality, stormwater management, MS4 compliance, and environmental monitoring. Chris holds a bachelor’s degree in marine biology from the University of New England and a master’s degree in biology from the University of Rhode Island.

Michele Jasper has joined BETA as a billing administrator in our accounting and finance group. With more than 20 years of experience, she has managed multimillion-dollar accounts and helped keep billing accurate and projects on track financially. Michele earned her bachelor’s degree in accounting from Providence College.

Jess Peck, CF APMP, joins BETA’s business development and marketing group as a strategic pursuits manager. She brings more than 15 years of experience in proposal management, marketing, and administrative support, including guiding teams of technical experts through the proposal process.

After completing a co-op with BETA’s water/wastewater group, Nakeeya Douglas returns as an engineering designer. She recently earned her bachelor’s degree in civil engineering from Wentworth Institute of Technology. During her co-op, she supported MS4 projects, catchment investigations, stormwater work, and asset management.

Fionna Pennington has joined BETA’s environmental permitting group as a staff scientist after interning with us this summer. She brings experience in environmental permitting, wetland and waterway regulations, and construction compliance monitoring. Fionna recently earned a master’s degree in environmental science and policy from Northeastern University, where she also earned her bachelor’s degree in ecology and evolutionary biology.

With more than 12 years of experience in water distribution, Dennis Nihill joins BETA as a senior resident representative in our water/wastewater group. Dennis has coordinated system maintenance, emergency repairs, and field operations, and led the installation of nearly two miles of 16-inch water main. He holds a Rhode Island Grade 3 Water Distribution license.

David Billo, LSP, LEED AP, returns to BETA as a senior associate in our environmental science group, bringing more than 30 years of experience in the field. A Massachusetts Licensed Site Professional, he specializes in environmental site assessment and remediation, stormwater management, site closure, and emergency response.
