As a Senior Associate for BETA, Jay brings strong municipal infrastructure management expertise from his many years of experience in the public and private sectors. He is thoroughly familiar with all aspects of civil, site, roadway, and highway engineering and construction with an emphasis on project management.
Jay was in responsible charge and oversight of the Infrastructure Pavement Management System utilized by the City of Hartford, Connecticut for many years. He has also been responsible for the complete design and/or served as a project manager for more than a dozen Connecticut Department of Transportation projects during his career, specializing in state and municipal arterial and local road design and pavement management rehabilitation methods and techniques.
Jay holds a B.S. in Civil Engineering from Roger Williams University. He also holds a LEED AP registration, and is an Associate Member of the American Public Works Association, as well as the Connecticut Director of Membership for ITS.
